The Port Authority of New York and New Jersey announced that its commercial airports recorded their third-busiest October ever, welcoming 12.3 million passengers despite Federal Aviation Administration (FAA) challenges related to the government shutdown that began on Oct. 1. The PATH commuter rail recorded its second-busiest month since the pandemic, reaching 75 percent of pre-pandemic ridership. The Port of New York and New Jersey sustained its status as the nation’s second-busiest port for loaded containers year-to-date. Volume at the agency’s vehicular crossings held steady with 2024 and pre-pandemic 2019.
Airports:
The Port Authority’s commercial airports welcomed 12.3 million passengers in October 2025. This was the agency’s third-busiest October ever, despite FAA challenges related to the federal government shutdown that began on Oct. 1 and lasted through the month. October 2024 and October 2023 were the agency’s first- and second-busiest Octobers, respectively.
The year-over-year decline was largely due to FAA staffing challenges and multiple severe weather events. Compared to October 2024, John F. Kennedy International Airport’s passenger volume declined 2.9 percent; LaGuardia’s fell 1.2 percent; and Newark Liberty’s total passenger volume was steady, due to airlines’ utilization of larger aircraft combined with achieving greater load factors.
Over the first 10 months of the year, the agency’s commercial airports welcomed 119.4 million passengers. This was a 2.2 percent decrease from the same period of 2024, which was the airports’ busiest year ever.
PATH Commuter Rail:
October 2025 was PATH’s second-busiest month since the pandemic. The month’s passenger total of 5.7 million was only 0.1 percent below October 2024 (October 2024 was PATH’s busiest month since the pandemic). October 2025 ridership was 75.2 percent of pre-pandemic October 2019 ridership.
Average weekday ridership in October 2025 was 216,640 passengers. This was the second-highest average weekday figure since the pandemic, 0.5 percent behind September 2025. It was 2.4 percent above October 2024.
PATH welcomed 50.7 million riders over the first 10 months of the year. The total surpassed the same period of 2024 by 6.4 percent.
Port of New York and New Jersey:
Over the first 10 months of the year, the Port of New York and New Jersey was the nation’s second-busiest cargo gateway for loaded TEUs (twenty-foot equivalent units). It handled 5,011,322 loaded TEUs from January through October.
Tunnels, Bridges and Terminals:
From January through October, 101.2 million eastbound vehicles were recorded at the agency’s six vehicular crossings. This was 0.4 percent below the same period of 2024 when adjusting for that leap year’s extra day, and 0.5 percent less than the same period of 2019.
The agency’s vehicular crossings recorded 10.4 million eastbound vehicles in October 2025. This was 1.4 percent below October 2024 and 0.6 percent below pre-pandemic October 2019.
