OOCL update on Import Control System 2 (ICS2)- Release 3

OOCL has successfully implemented the Entry Summary Declaration (ENS) filing in accordance with the new Import Control System 2 (ICS2) for all shipments transshipped or destined to EU countries, plus Norway, Switzerland, and Northern Ireland, effective from November 2024.

To avoid delays and ensure compliance during transportation, please submit complete and accurate shipping instructions (SI) before the SI cutoff time. The ENS data elements can be found in the customer advisory dated 06 October 2024. According to ICS2 Release 3, the step 2 deployment window for “Maritime and Inland Waterway House Level Filers” will be implemented on 04 December 2024 and will become mandatory from 01 April 2025.

The ENS filing at the house bill of lading level must comply with 24-hour rule prior to cargo loading. Cargo can only be loaded at the compliant load port following a successful ENS submission, verified by the receipt of a Movement Reference Number (MRN) acknowledgement. OOCL will be strictly enforcing a ‘NO MRN, NO LOAD’ policy.

NVOCCs and Freight Forwarders should familiarize themselves with the requirements of “Maritime and Inland Waterway House Level Filers”. Customers intending to file their own ENS submission must apply to the member state where they are based to initiate the filing process before the deployment window closes. This process requires an Economic Operators Registration and Identification (EORI) number registered with EU customs as a Self-Filer. If your organization is ready to become a self-filer, please provide the supplementary declarant EORI that is valid on European Commission website.
