MSC Announcement: Compliance with ENS filing for ICS2 regulation

Please take note of the announcement below:

As MSC approachs the end of the ICS2 deployment window for House Level Filers for maritime shipments (April 1st), they would like to remind you of the necessary information required to be submitted to the carrier to ensure compliance with ENS filing for ICS2 regulation.

Whether you will select to do a multiple filing (customer will file information directly with EU customs) or you would like for MSC to do the complete filing (customer requires MSC to do full submission to EU customs on their behalf), the necessary set of information should be provided to MSC via mymsc.com (EU Customs module) by the Shipping Instructions cut-off date.

To facilitate the process of submission via website, MSC has adjusted booking confirmation to include Bill of Lading number that is needed as reference for your submission.

As a reminder, the minimal set of information that MSC requires for all goods transported to or through the EU, Northern Ireland, Norway, and Switzerland are:

  • At least six-digit Harmonized System (HS) codes
  • Full address details, including street name, number, PO Box, city, postcode and country for all involved party
  • Economic Operator Registration and Identification (EORI) of the consignee (EU destined shipments only). (Not mandatory but highly recommended).
  • Breakdown of each cargo line for multiple Harmonized code


Information about:

  • whether the House Bill is present (yes or no)
  • whether the goods are delivered in the EU (yes or no)
  • whether seller and buyer of the goods are coincident with shipper and consignee indicated on our BL. (yes or no)


EORI number of the supplementary declarant in case of multiple ENS filings

Buyer and seller information (if these are different from the shipper and consignee, and if the goods are delivered within the EU, and if customer selects complete filing through MSC).

Full House Bill(s) details if the customer is an NVOCC and complete filing is done through MSC (This will become mandatory from December 4th, when the deployment window for NVOCC opens).

MSC operates with a No Docs No load policy. This applies as well in the scenario of missing documentation for ICS filing. Therefore, it is imperative that you provide all necessary information for a successful filing.
