Flow Labs wins multi-year statewide contract with Mississippi DOT

Dec 16, 2025

Flow Labs, a leading provider of transportation data and performance management solutions, has been awarded a three-year, statewide contract by the Mississippi Department of Transportation (MDOT) following a competitive bid process. Under the agreement, MDOT will deploy Flow Labs’ Luminus Plus platform to monitor and manage performance across 217 intersections chosen as part of eight key corridors across the state, making Mississippi one of the first states in the nation to fully embrace Integrated Signal Performance Measures (ISPMs) at scale. The deployment will span multiple MDOT districts, with the largest concentration of intersections located in District 5 which includes the Jackson Metro area — Mississippi’s capital and most populous city — along with several of the state’s most critical and innovation-focused corridors.

ISPMs are a significant step forward in traffic management and use AI to combine detection, signal, and probe data into a single analytics platform. ISPMs give agencies a more complete and accurate picture of intersection performance than traditional systems. This integrated approach improves diagnostic capabilities, strengthens decision support, and helps agencies optimize signal operations to reduce congestion, enhance safety, and better manage traffic across entire networks.

Flow Labs ISPM platform will help MDOT improve signal operations through features including:

  • Real-time detection health monitoring to proactively flag malfunctioning and underperforming detectors
  • Automated Signal Performance Measures for arrivals on green, delay, counts, queues and other core operational metrics
  • Data-driven prioritization for corridor retiming and maintenance activities
  • Scalable statewide analytics that support near term operational improvements and long-term planning strategies

The contract underscores Flow Labs’ reputation as the trusted choice for signal performance measurement, enabling agencies to achieve greater visibility, accountability, and operational efficiency across their networks. By adopting Flow Labs’ technology, Mississippi will have a comprehensive, real-time view of its statewide signal system, empowering data-driven decision-making and measurable improvements in safety, mobility, and reliability.

“Winning this competitive, statewide contract is a significant milestone for Flow Labs,” said Jatish Patel, CEO of Flow Labs. “It represents yet another statewide deployment for the company and validates the trust placed in our platform by one of the nation’s most forward-looking DOTs. It also demonstrates our ability to deliver measurable value at scale. We are proud to support MDOT in its mission to modernize traffic operations and provide safer, more efficient travel for residents and visitors across the state.”

Flow Labs’ statewide deployment in Mississippi builds on a growing track record of agency partnerships across the U.S., further reinforcing the company’s leadership in performance-based traffic signal management.
