Commerce secures $4.2 billion rail commercial deal

Sep 22, 2025

The U.S. Department of Commerce celebrated a historic U.S. transportation commercial deal between Wabtec Corporation and the Government of Kazakhstan, with a signing ceremony during the 80th United Nations General Assembly in New York City. Under this $4.2 billion agreement, Wabtec Corporation will provide 300 locomotives to Kazakhstan – the largest rail equipment deal in history.

“Today’s record Locomotive Deal commercial agreement for the great American company Wabtec Corporation shows the economic prosperity that President Trump’s America First Trade Policy continues to deliver,’ said U.S. Secretary of Commerce Howard Lutnick. “This landmark deal advances U.S. manufacturing jobs and accelerates growth, opportunity, and connectivity in America and Central Asia.”

“This massive commercial deal reinforces U.S. industrial strength and supports our economic prosperity with high-quality U.S. jobs,” said Under Secretary of Commerce for International Trade William Kimmitt. “American innovation, technology, and manufacturing remain the gold standard. We will continue to support manufacturing jobs across our nation and deliver on President Trump’s trade agenda that puts the American worker first.”

Secretary Howard Lutnick and Under Secretary Kimmitt joined Kazakhstan President Kassym-Jomart Tokayev and Wabtec Corporation President and CEO Rafael Santana for the signing ceremony. With a contract value of approximately $4.2 billion, this agreement between Wabtec Corporation, headquartered in Pennsylvania, and the Government of Kazakhstan provides the Kazakhstan Temir Zholy (KTZ) with 300 evolution Series ES44Aci heavy-haul locomotive kits over the next decade. The agreement is expected to support over 11,000 good-paying American jobs.

The Department of Commerce, under Secretary Lutnick and Under Secretary Kimmitt, continues to work tirelessly to beat out foreign competition by advancing American industry and technology success. Through the work of the ITA Advocacy Center and U.S. Commercial Service experts in Washington D.C. and around the world, government-to-government engagement advances U.S. company competitiveness in procurement bids aligned with U.S. national interests.
