
At a special meeting held on Tuesday, September 9, the Port Freeport Commission approved the Fiscal Year 2025/2026 budget and adopted a resolution setting the 2025 tax rate at zero dollars. This action reaffirms the Port’s commitment to fiscal independence and comes as Port Freeport celebrates its Centennial year, marking 100 years since Brazoria County voters established the Navigation District in 1925.
“Last year, the Commission adopted a zero-tax rate for the first time in the Port’s history, and I am proud to say that we have continued to meet that goal,” said Port Commission Chairman Rob Giesecke. “This vote reflects the Port’s strong financial footing, which enables us to be self-sufficient while we continue to build our infrastructure to ensure that Port Freeport remains a catalyst for growth and prosperity. It’s a great way to close out the Port’s first 100 years and mark the beginning of the next century of new and exciting opportunities for our region.”
The FY 2025/2026 budget allocates funding for daily operations, capital investments, and debt service, including the voter-approved bonds supporting the Freeport Harbor Channel Improvement Project. With strong growth in operating revenues, Port Freeport has positioned itself to sustain both current operations and long-term strategic projects without reliance on tax revenues.
Rob Lowe, Chief Financial Officer and Director of Administration, underscored the importance of this milestone: “The adoption of this budget demonstrates the Port’s ability to balance fiscal responsibility with strategic investment. It is a sustainable approach for securing the Port’s future and remaining tax independent.”
