The Port Authority of New York and New Jersey announced that its commercial airports welcomed 68.3 million passengers over the first six months of the year, with passenger volume at John F. Kennedy International and LaGuardia airports reaching near record highs. Cargo volume at the Port of New York and New Jersey grew 4.9 percent over the first half of 2024, with the seaport ranking as the nation’s second-busiest for loaded containers both for June 2025 and for the full first six months of 2025. Ridership on the PATH commuter rail system grew 7 percent over the first half of 2024, with average weekday ridership exceeding 200,000 passengers for a third consecutive month. The agency’s bridges and tunnels showed strong volume consistent with levels in 2024 and pre-pandemic 2019.
Airports:
The Port Authority’s commercial airports welcomed 68.3 million passengers over the first half of 2025. John F. Kennedy International (JFK) and LaGuardia (LGA) airports reached near-record totals. JFK finished the first half of 2025 just 0.2 percent below the record levels of first half of 2024. LGA’s first half total was a decrease of 2.4 percent from its record for the period set in 2024, with the slight drop driven by an increase in severe weather. Newark Liberty International Airport’s (EWR) first-half passenger total declined 7.3 percent from the record it set in 2024. Most of the year-to-date decline at Newark Liberty can be attributed to flight cancellations and operational limits due to Federal Aviation Administration (FAA) air traffic control staffing and equipment issues.
Overall, this year to date was the agency’s third-busiest first half ever at its airports, finishing 3 percent below 2024 and 2 percent under 2023.
In June 2025, the agency’s commercial airports welcomed 12.4 million passengers. The total represented a 4 percent decrease from June 2024. In addition to EWR’s FAA-related challenges, the monthly totals were also affected by an increase in severe weather disruptions. JFK’s passenger volume decreased 0.5 percent and LGA’s decreased 2 percent, while volume at EWR declined 11 percent compared to June 2024.
Port of New York and New Jersey:
The Port of New York and New Jersey continued to see strong growth over the first half of the year despite broad global uncertainty across the supply chain. The port handled 4,417,282 TEUs (twenty-foot equivalent units) during the first six months of the year. The total was a 4.9 percent increase over the same period of 2024 and a jump of 20.9 percent over pre-pandemic 2019. The port finished both the month of June and the full first half of the year as the second-busiest in the country for loaded containers, handling 2,945,962 loaded TEUs.
PATH Commuter Rail:
The PATH commuter rail system served a total of 29.2 million passengers over the first half of 2025. The total was 7 percent above the same period of 2024 but still only 72 percent of the first six months of pre-pandemic 2019.
The system welcomed approximately 5.1 million passengers in June 2025. This was 8 percent above June 2024’s passenger total, through ridership remained at 75 percent of pre-pandemic June 2019. Average weekday ridership for the month was 203,990 passengers, exceeding 200,000 for a third consecutive month and for the fifth time since the pandemic.
The system’s average Saturday ridership in June 2025 was 115,262 passengers, surpassing pre-pandemic June 2019 by 1.8 percent. Average Sunday ridership of 90,208 passengers was on par with June 2019.
Tunnels, Bridges and Terminals:
The agency’s six vehicular crossings served 58.9 million eastbound vehicles over the first half of 2025. This marked a 0.8 percent decline from the same period of 2024 when adjusting for that leap year’s extra day, and a 0.5 percent decrease from the first half of pre-pandemic 2019. Comparisons so far between 2024 and 2025 traffic volumes attributable to weather fluctuations, seasonal fluctuations, macroeconomic trends, tariffs and return-to-office trends continue to make difficult any precise analyses of impact from New York’s Central Business District Tolling Program.
In June 2025, 10.5 million eastbound vehicles used the agency’s crossings. The total was 1.3 percent below both June 2024 and June 2019.
