As capacity tightens and broker liability shifts, Mariner Logistics names Turner CEO

Carriers are exiting the market amid sustained cost pressure. Enforcement action is pulling non-compliant and fraudulent operators off the road, thinning available capacity further. Tariff volatility is adding another layer of cost and planning uncertainty on top of it all. And a unanimous Supreme Court ruling has just stripped brokers of the blanket liability protection many had relied on, exposing shippers who can't document how their freight partners vet carriers.

Into that environment, asset-backed 4PL Mariner Logistics has named Justin Turner as its new Chief Executive Officer, effective immediately.

"This is the tightest capacity market since COVID," Turner said. "Orchestration technology finds capacity; owned assets guarantee it. Mariner is built with both. And the Montgomery ruling changed what shippers ask their logistics partners — Mariner answered that question before it was asked.

The Supreme Court's ruling in Montgomery v. Caribe Transport II, LLC is doing much of the work reshaping the market Turner is stepping into. By opening brokers up to negligent-selection claims under state law, the decision put a premium on documented carrier vetting — something plenty of asset-light brokerages aren't built to produce on demand. Mariner's answer, the Sentinel Protocol carrier and driver verification standard, rolled out earlier this month and applies a structured, multi-source check to every load the company coordinates, producing the kind of timestamped due-diligence trail the ruling now makes essential.

That verification layer sits alongside Vibe Engine, an AI system that automates spot freight procurement and carrier matching inside the TMS and ERP platforms shippers already run, with real-time visibility handled through the Mariner Live platform. Company messaging casts the combination as verification and visibility technology built for a market where shippers can no longer take a broker's word for it.

Turner brings close to two decades in transportation leadership to the CEO role. He spent seven years at Coyote Logistics, including a central part in its $1.8 billion sale to UPS, followed by a VP of Sales stint at GlobalTranz and a run leading sales and customer success at STORD through 15x growth. As Chief Revenue Officer at Flock Freight, he helped take the company from roughly $10 million to more than $500 million in revenue. Most recently he served as Chief Commercial Officer at Terawatt, an EV-charging infrastructure company for Class 8 trucks.

"Mariner has built something rare in this industry: an asset-backed 4PL with a real infrastructure, real warehouses, and the verification and visibility technology shippers now demand," Turner said.

Mariner operates more than 300 owned tractors, 800 owned trailers and 1 million square feet of warehouse space out of Coppell, Texas, and Clinton, Mississippi, serving shippers across healthcare, financial services, manufacturing, retail, government and technology.
